What policies are needed to meet Türkiye’s 2035 green energy targets?

Türkiye must triple its current wind and solar capacity by securing massive infrastructure investment and overhauling its bureaucratic approval processes, according to the authors of the newly released report. Meeting these 2035 targets requires the country to move from record-breaking installations to a more consistent and rapid expansion of its national power system.

The report states that “Türkiye will need substantial investment in its electricity grid to meet its 2035 goals” and notes that “resolving permitting issues—without compromising environmental and social considerations—will be critical to accelerating these projects.”

In plain terms, the country needs to find approximately $28 billion to upgrade the wires and facilities that carry electricity, ensuring they can handle a surge in renewable energy. Furthermore, the government needs to cut through red tape that currently delays new projects, reducing the time it takes to get legal permission to build from several years down to just 18 months.

The report “Türkiye Electricity Review 2026” was published by the international energy think tank Ember on April 8, 2026. It was authored by Ufuk Alparslan, the organization’s Regional Lead for Türkiye and the Caucasus, alongside a team of researchers.
